With a vision to offer Civil Insurance Investigation, Commercial General Liability and Commercial Auto Liability Adjusting Services, as well as satisfy a void within the industry for more tenured, experienced independent General Liability Adjusters within the State Of California. Our affiliate partner California Central Valley Investigation established in 2009 joined to create P2 Investigations and Adjusting to full fill that vision and need.
A key to early successes which continues today, is our agility to react quickly as a freelance investigators to our customers individual service needs. Second, our customer focus is on serving Insurance Defense Firms, TPA's and Claims Service Centers throughout Central and Northern California including the Sierra Foothills. This agility and focus allows us to provide specialized, prompt, thorough and cost effective Field Investigations with timely, reciprocal reporting . This along with our extensive industry and claims background in Personal and Commercial General Liability Claims, Commercial Auto/Trucking, and AOE & COE investigations. We are your source for Claims Investigations, GL Adjusting, Trial Prep, Trial Attendance or as an investigative witness in a trial setting.
As an investigative advantage, we are licensed as a California Criminal/Civil Private Investigator and California Independent Adjuster. This allows for broader investigative powers and interaction with Law Enforcement and Criminal Prosecutors with a full understanding of the insurance claims and subrogation process along with the ability to be able to testify independently on the company’s behalf.

We know while some investigators perpetuate an image with their inside sources, inside intelligence and years of law enforcement experience with a focused ability to catch the criminal cheater – we are not that firm.
We gained our investigative and litigation preparation experience through on the ground civil insurance investigations, claim after claim, day after day, month after month, year after year with industry expected case loads.
There are no cloaks and daggers or even a Magnum PI here, just good old fashioned back to basic investigations we prescribe to by contacting first and third parties for statements, chasing additional witness’s for statements by phone or direct contact, photos and diagrams, determining liability and making comparative assessments when circumstances dictate.
We gather facts and present them to our clients for analysis’s and assessment to settle cases or make informed decisions for trial perpetration, settlement conferences, meditations, and lastly civil jury trials.

Investigative Lead
Jeff Pennington; FCLS-AIC
Jeff is Principal of P2 Investigations and Adjusting and holds an AIC and FCLS Industry Designations. He is a licensed California Independent Adjuster, License #2N02347 as well as a Licensed as a California Private Investigator, License #126334.
Jeff holds a Bachelor’s Degree in Industrial Arts and Technology from California State University, Fresno as well as a Graduate Degree from Northrop University in Insurance Risk Management.
Jeff began his insurance career in claims and has tenure experience as a Bodily Injury Adjuster, General Liability Injury Adjuster, Branch Fraud Coordinator, and as a Senior Field Bodily Injury Litigation Adjuster assigned to house and/or contract defense council. He also has investigative experience in AOE/COE claims which includes Sexual Harassment and Wrongful termination investigations. He is well versed in trial prep, trial assistant as directed, as well as testifying as a investigative witness when circumstance dictate.
With 20 years of combined experience in corporate and private sectors General Liability claims, coupled with over 38,000 hours of cumulative civil insurance investigative experience. Jeff is well suited with his amicable and conversational investigative style to better represent the civil investigative interest of each client, as well as find what matters with managed results.
Jeff also enjoys local and regional community involvement and is a Past President of the Merced County Chamber of Commerce and the Castle Air Museum. He has served on the Merced City School M & S Bond Oversight Committee as well as the Economic Development Committee for the City of Merced including High Speed Rail Merced Station Planning & UC Merced Gateway Project. Jeff continued his volunteer efforts in El Dorado Hills where he served as a member of the EDH-CSD Design Review Committee which oversees more than 40 villages for property improvement projects, and new home development.
Jeff has been happily married for 27 years, has 3 children, 2 cats along with their 7 year old Golden Retriever and 40 acre ranch dog Nikki, which is affectionately known most of the time as simply “puppy”.
